Rules of Procedure of the Standing Committee of Loudi Municipal People's Congress

Article 1 According to the "Organization Law of the People's Congress of the People's Republic of China at Different Levels and Local People's Governments", the "Supervision Law of the Standing Committee of the People's Congress of the People's Republic of China" and the "Rules of Procedure of the Standing Committee of the Loudi People's Congress In accordance with the relevant provisions of the Municipal People's Congress Standing Committee, these rules are formulated.

Article 2 The meeting of directors of the Standing Committee of the Municipal People's Congress implements the principle of democratic centralism, acts strictly in accordance with the law, collectively exercises its functions and powers, and achieves standardized procedures, democratic decision-making and scientific decision-making.

Article 3. The directors' meeting is composed of the director, deputy directors, and secretary general of the standing committee.

The deputy secretary of the party group and members of the party group attended the meeting.

According to the agenda of the meeting, relevant Deputy Secretary-Generals, special committees and heads of working institutions attended the meeting.

Article 4: According to the needs of the work, the people in charge of the Municipal People's Government and its relevant working departments, the Municipal Supervision Committee, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate are invited to attend the meeting.

Article 5 The meeting of directors is generally held once a month and may be held temporarily if necessary.

Article 6 The meeting of directors shall be convened by the director or by a deputy director commissioned by the director.

The office shall notify the attendees and attendees of the meeting time, content and place in advance.

Article 7 The meeting of directors must be attended by more than half of all members. Members who cannot attend due to special reasons should ask the convener of the meeting for leave.

Article 9 The discussion and decision on major issues at the meeting of directors shall be approved by a majority of the members, and shall be approved or rejected by a vote of hands.

Article 10 The meeting of directors shall submit important opinions and suggestions on the work of the Municipal People ’s Government, the Municipal Supervisory Committee, the Municipal Intermediate People ’s Court, and the Municipal People ’s Procuratorate to the “one government, one committee and two courts” for research and processing. Article 11 The meeting of directors shall be recorded by a special person assigned by the office. The "meeting minutes" to be printed shall be issued by the convener of the meeting and sent to the members of the Standing Committee and relevant units.

Article 12 The meeting of directors deals with the important daily work of the Standing Committee:

(1) Decide on the date of the Standing Committee meeting, and draft the meeting agenda and draft agenda.

(2) Draft reports, resolutions, decisions and other important documents submitted to the Standing Committee for review.

(3) Draw up a draft work plan for convening the session of the Municipal People's Congress and a draft election plan for the Municipal People's Congress.

(4) To propose candidates for the chairman, deputy chairman and members of the Standing Committee for Qualification Examination and submit them to the Standing Committee for consideration.

(5) To consider the appointment and removal of the director and deputy director of the working committee office of the standing committee nominated by the municipal party committee, and the director shall propose the appointment and removal proposal to the meeting of the standing committee.

(6) The candidates for the motion review committee and the plan and budget review committee of the first meeting of each congress are proposed and approved by the preparatory meeting of the congress.

(7) During the inter-sessional period of the congress, propose to the Standing Committee a proposal to supplement the appointment of individual deputy directors and members of the special committee, to propose by-elections to vacant representatives at the next higher level of the People's Congress, and to remove individual representatives.

(8) Proposing to the Standing Committee a motion that falls within the scope of the Standing Committee's mandate.

(9) The municipal people's government and the special committees of the municipal people's congress should study the motions submitted to the standing committee for consideration, or submit them to the relevant special committees for consideration and report, and then submit them to the standing committee for consideration.

The bills proposed by five or more members of the Standing Committee shall be studied and decided whether to be submitted to a meeting of the Standing Committee for consideration, or submitted to the relevant special committee for review and report before deciding whether to be submitted to the Standing Committee for consideration.

(10) The directors' meeting decides not to propose a motion to the Standing Committee for consideration, and it shall explain to the proponent. For proposals that are included in the agenda of the Standing Committee meeting, before being submitted for voting, if the proponent requests to withdraw them, the approval of the meeting of the directors shall terminate the consideration of the bills; if there are major issues in the review that require further verification and research, the directors meeting Research can be suspended without a vote.

(11) Hear relevant work reports of the Municipal People's Government and its relevant departments, the Municipal Supervision Committee, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate in accordance with the work needs of the Standing Committee.

Draft resolutions and draft decisions of the Standing Committee on the work reports of the Municipal People's Government, the Municipal Supervisory Committee, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate, and submit them to the Standing Committee for approval.

The Standing Committee will listen to and review special work reports and annual plans for law enforcement inspections, and issue and publish members of the Standing Committee to the public.

(12) Hear reports from the Municipal People's Government, the Municipal Supervisory Committee, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate on the implementation of the resolutions and decisions of the people's congresses and their standing committees at higher levels and levels.

(13) Put forward opinions on major issues reported by the Municipal People's Congress representatives and the people.

(14) Discuss and determine the periodic work arrangements of the Standing Committee based on the annual work points of the Standing Committee, or make appropriate adjustments to the working plan points of the Standing Committee based on the actual situation.

(15) To guide and coordinate the daily work of special committees and working institutions.

(16) Study and formulate plans for organizing inspections and special investigations.

(17) Decide on how to deal with the interrogation case of the Municipal People's Government, the Municipal Supervisory Committee, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate in written form submitted by five or more members of the Standing Committee.

(18) To study the investigation of specific issues and the nomination of candidates for chairmen, deputy chairmen and members of the investigation committee for specific issues, and submit them to the Standing Committee for approval.

(19) A case of removal from a staff member of a relevant state organ may be submitted to the Standing Committee; a decision on the removal of one-fifth of the members of the Standing Committee in writing shall be submitted to the Standing Committee for consideration.

(20) Study the establishment of institutions and system construction of the Standing Committee.

(21) Decide to submit matters concerning appointment and removal of personnel to the meeting of the Standing Committee for consideration.

(22) Supervise the implementation of the resolutions and decisions of the Standing Committee, deal with matters authorized by the Standing Committee meeting and other important daily work of the Standing Committee.

Article 13: These rules shall take effect from the date of adoption.
